Model Terms of Reference for Welsh Sub-Regional HAUCs
Terms of Reference

  1. To report Welsh HAUC through the meeting of Welsh Association of Technical Officers

  2. To act as a local focus for Welsh HAUC

  3. To provide a forum for discussion on issues relevant on a sub-regional basis

  4. To act as the initial advisory forum in the event of local disputes

  5. To monitor performance locally of both the Utilities and Highway Authority under the New Roads and Street Works Act 1991

  6. To refer local initiatives to Welsh HAUC for recommended adoption regionally

  7. To promote mutually beneficial good working practices in the light of Welsh HAUC policy and current legislation.

  8. To deal with specific remits from Welsh HAUC within required time scales and report back to Welsh HAUC on these.

  9. To support local co-ordination planning meetings by providing guidance and disseminating information on relevant national, regional or sub-regional issue
Constitution

Representatives will be appointed by the Utilities and Highway Authorities. In the case of the Utilities the representation shall comprise members from each of the Utilities: Gas, Water, Electricity, Telecommunications, Mercury Communications and the Cable Communications Association.

  1. The Chairmanship and secretariat shall rotate between the Utilities and Highway Authorities by arrangement locally.

  2. Both organisations will be able to submit maters for inclusion on the agenda for meetings

  3. Meetings will be held normally on a quarterly basis or at the request of the chairman.

  4. Members may send substitutes to meetings and additional members may be co-opted when necessary.

  5. The Sub-Regional HAUCS may set up working parties and sub-groups to works on particular subjects.
