About WHAUC




The Welsh Highway Authorities and Utilities Committee, WHAUC, is one of thirteen regional Highway Authorities & Utilities Committees (HAUCs)

 

These regional HAUCs were created after the introduction of 'The New Roads and Street Works Act 1991' to provide a forum for Highway Authorities and Statutory Undertakers (Gas, Electricity, Water, Sewerage, BT, Cable & Wireless (Mercury) and the Cable Communications Association) for discussion on issues relevant on a regional basis and:

To report to the National HAUC through the meeting of Regional HAUC Representatives

To act as a regional focus for the National HAUC

To act as an advisory forum in the event of unresolved local disputes and to assist in implementing conciliation and arbitration procedures.

To monitor the performance of both the Utilities and the Highway Authorities under The New Roads and Street Works Act 1991

To refer local initiatives to HAUC for recommended adoption nationally

To promote mutually beneficial good working practices in the light of National HAUC policy and current legislation

To deal with specific remits from HAUC within required time scales and report back to HAUC on these

The New Road and Street Works Act 1991 has put a new emphasis on co-ordinating all works, both highway repairs and utility works, to minimise inconvenience to highway users.

Communication between the members of WHAUC is essential. Representatives meet four times a year to discuss issues and formulate agreed working practices. The group is also supported by a number of working groups which are tasked with looking at specific issues.

Welsh HAUC have developed this site to augment existing procedures for communicating within the group.
